Fixed a sil­ly bug in the ipthrot­tle plug­in.

It had de­bug code en­abled, and it was get­ting to the SMTP client :-(

If you tried to use it, and got "in­valid re­spon­se" er­rors (or some­thing sim­i­lar)... well, try it.
